My Lord,

In the 10th. paragraph of my

Confidential Despatch of the 3rd. November, 1905, on the

subject of a continued provision of a British Dollar for

use in the China Trade, I stated that the Mexican Govern-

-ment Dollar would disappear in time and that it was not

known if the proposal for a Mexican Trade Dollar would be

acted on and if acted on whether the seigniorage charge for

the new dollar and its altered form would not make it less

acceptable than the old Government coin.

I have now the honour to transmit

for Your Lordship's information copies of letters that

passed in January last between the Mexican Monetary Commis-

-sion and the San Francisco Agent of the Hongkong and

Shanghai Banking Corporation, on the question of minting

a new Mexican coin for export. The correspondence has been

communicated to me confidentially by Mr. J. R. M. Smith,

THE RIGHT HONOURABLE

THE EARL OF ELGIN, K.G.,
